Abstract
This paper explores how small and medium-sized tourism enterprises (SMTEs) can build resilience and achieve growth in the aftermath of crises. The study examines how they can sense opportunities, adapt strategically, and transform their operations to recover and thrive using the dynamic capabilities theory. Using the Scoping Review Method, the research synthesizes literature to reveal critical strategies that underpin SMTE resilience and recovery, including organizational adaptability, innovation, digital transformation, and systemic integration. The findings emphasize the transformative potential of innovation and strategic flexibility in helping SMTEs navigate uncertainty, alongside the critical role of digital technologies in fostering operational continuity and market responsiveness. A key contribution of this study is the development of a strategic framework that positions dynamic capabilities as essential tools for adapting business models and seizing emerging opportunities. Additionally, this research addresses significant gaps by advocating for a broader exploration of how SMTEs can integrate digital transformation and social capital to enhance their resilience. The study provides actionable insights for policymakers, industry practitioners, and academics, offering a roadmap to enhance SME adaptability, foster sustainable recovery, and ensure long-term competitiveness in the face of global disruptions.
