Abstract
The Expert Panel for Cosmetic Ingredient Safety reviewed newly available studies since their original assessment in 2001, along with updated information regarding product types and concentrations of use, and confirmed that Cottonseed Glyceride and Hydrogenated Cottonseed Glyceride are safe as cosmetic ingredients in the practices of use and concentration as described in this report, provided that established and imposed limits on gossypol, heavy metals, and pesticide concentrations are not exceeded.
The Expert Panel for Cosmetic Ingredient Safety first published a Final Report on the Safety Assessment of Cottonseed Glyceride and Hydrogenated Cottonseed Glyceride, as part of a larger group of ingredients, in 2001. 1 The Expert Panel concluded that these ingredients are safe as used in cosmetic products, provided that established and imposed limits on gossypol, heavy metals, and pesticide concentrations are not exceeded.
Current and Historical Frequency and Concentration of Use According to Duration and Exposure.
NR, none reported.
aBecause each ingredient may be used in cosmetics with multiple exposure types, the sum of all exposure types may not equal the sum of total uses.
bAt the time of the original 2001 safety assessment, concentration of use data were not reported. However, data provided to the FDA in 1984 were presented; use categories were not indicated.
cConcentration of use data were not provided in the original safety assessment.
dIt is possible these products are sprays, but it is not specified whether the reported uses are sprays.
An extensive search of the world’s literature was performed for studies dated 1996 forward, and no new published data were found specific to these 2 ingredients. All studies that were found pertained to cottonseed oil.
After considering the absence of use data and lack of new toxicological and safety data, the Expert Panel determined to not reopen this safety assessment on Cottonseed Glyceride and Hydrogenated Cottonseed Glyceride and reaffirmed the original conclusion.
