Abstract
The worldwide impact of disasters is increasing. Dealing with them effectively is beyond the scope of local emergency response. This situation requires organizations to formulate and test disaster preparedness plans. Simulation games are a valuable approach for preparation and training in this context. Their design should reflect current thinking on decision-making behavior and valuation methods. Two types of simulation games were used to train managers and improve the disaster plan of the Ministry of Health in British Columbia. Desktop exercises raised program awareness. A 1-day exercise, Operation Oracle, tested the system. Both types generated a significant number of modifications and raised managers' expertise.
