FDI patterns and trends in central and eastern Europe with particular regard to the new Member States

Abstract

This article examines foreign direct investment (FDI) in the European context and assesses the significance of relocation of production and workplaces from the west to the east. The first part of the article provides a statistical overview of FDI in central and eastern European countries (CEECs) for the last five years. Structural features of FDI flow and stock are presented and the trend of an increasing role for reinvested profits is examined. The second part focuses on the qualitative features of FDI and foreign trade. It provides evidence of the incidence of relocation, the growing role of intra-industrial trade, and the changing role of manufacturing in the economies of the EU-15 and the CEECs.

Cet article examine les investissements directs à l'étranger (IDE) dans le contexte européen et évalue la portée des délocalisations de production et de l'emploi de l'Ouest vers l'Est. La première partie de l'article fournit une vue d'ensemble statistique des IDE dans les pays d'Europe centrale et orientale (PECO) au cours des cinq dernières années. Elle présente des caractéristiques structurelles des flux et stocks d'IDE et examine la tendance croissante du rôle accordé aux profits réinvestis. La deuxième partie de l'article se concentre sur les caractéristiques qualitatives des IDE et du commerce extérieur. Elle fournit des informations sur l'incidence des délocalisations, le rôle croissant du commerce intra-industriel ainsi que le rôle changeant de la production au sein des économies des Quinze ainsi que celle des PECO.

Dieser Beitrag untersucht ausländische Direktinvestitionen (FDI) im europäischen Kontext und bewertet die Bedeutung der Produktions- und Arbeitsplatzverlagerung von West- nach Osteuropa. Der erste Teil bietet eine statistische Übersicht über die FDI der letzten fünf Jahre in den mittel- und osteuropäischen Ländern (MOEL). Die Autoren beschreiben die strukturellen Merkmale der FDI-Flüsse und -Bestände und untersuchen den Trend der zunehmenden Bedeutung wieder angelegter Gewinne. Der zweite Teil befasst sich mit den qualitativen Merkmalen der FDI und des Außenhandels. Er liefert Informationen über das Aufkommen von Verlagerungen, über die wachsende Bedeutung des intra-industriellen Handels und die sich ändernde Rolle der verarbeitenden Industrie in den Wirtschaften der EU-15 und der MOEL.
