Abstract
This paper is the first in a series about the Healthy Sheffield initiative. It describes Healthy Sheffield's philosophy and aims, and focuses upon the development of a draft public health strategy which is currently undergoing extensive facilitated consultation within the city. Future articles will describe the outcome of the consultation and the lessons to be learnt from the many activities associated with the initiative.
