This article provides a guide for using cooperative agreements to increase the utilization of Community resources for servicing handicapped persons. It includes suggestions for using cooperative agreements to improve services and expand resources for the handicapped. Procedures for designing, implementing, and measuring the cost and benefits of cooperative programs are included.
