Local Economy: The Journal of the Local Economy Policy Unit

From a position of relative isolation, trade unions have become increasingly important agents in local and regional development and governance in the UK since the election of the New Labour government in 1997. Analysis of the experience of the Northern Trades Union Congress (NTUC) suggests that devolution and regionalisation are exerting increasing pressures upon trade union federations to adopt a multi-level approach to organisation across a range of scales—local, sub-regional, regional, sub-national, national and international—to connect with the evolving multi-layered governance structures of the UK political economy. Strategic multi-level organisation suggests the decentralisation of power, authority and resources within the labour movement—challenging the national and centralised legacy of its collective bargaining history—and a division of labour and set of priorities at the different scales to build the links between local and regional engagement and trade union renewal.

The paper examines the economic effects of tourism spending within the framework of a regional Input-Output table augmented with a tourism satellite account. Two case studies from the Welsh economy illustrate the use of Input-Output tables to analyse the effects of tourism spending. The cases examined are the 2000 Brecon Jazz Festival, and the 1999 Rugby World Cup. In each case the effects of tourism spending are analysed in the context of varying regional economic conditions and constraints. Conclusions highlight the value of tourism satellite accounts as an aid to economic and policy planning at a time when tourism-led initiatives gain importance in regional economic development strategies.

This paper investigates the reasons behind what has been termed the ‘Oulu Phenomenon‘ in Northern Finland. Over the past two to three decades the city of Oulu has transformed its economy from dependency on timber, paper and pulp industries into one based on High Technology, notably, telecommunications, biotechnology, electronics, multimedia and environmental technologies. In particular the paper will explore the role played by the national government via regional policy, higher education and the subsequent interaction between these, the local authorities and entrepreneurs

The concern of this article is with action at the local level to combat racial inequality in employment. It draws on the authors' evaluation of the ‘West Midlands Common Standard’, an innovative policy introduced by a consortium of West Midlands councils to ensure their contractors have, and implement, an equal opportunities in employment policy. The article assesses the impact of the initiative and its potential transferability. It is argued that the Common Standard provides a highly promising model for other local authorities to adopt.

It is now recognised that many businesses are unsuccessful in raising equity finance because they are not investment ready. This has prompted enterprise support organisations in various countries to develop investment ready programmes. In the UK, the emphasis of these programmes is on providing information on sources of finance and how to access them, and on presentational skills. These are necessary but not sufficient conditions to get a business investment ready because they do not address business development issues which discourage potential investors. These issues are generally company specific and often require the input of significant expertise in order to make a company investable. This paper reviews LINC Scotland's approach, which is based on investment facilitation. It suggests that this approach does effectively address the business development support component of investment readiness at limited public cost and provides useful lessons for the design of investment ready programmes.
