Creation of study environments (COSE) is a virtual learning environment system designed to facilitate active and collaborative learning. Designed to support distributed learning rather than as an instructional system, it provides a variety of learner support including specific tutor guidance and use of e-mail for peer and tutor discussions. This paper explores how the COSE system takes into account the relationship between the development of tacit and codified knowledge and the need for context in which learning takes place.

The COSE Project Website: www.staffs.ac.uk/COSE/. COSE has been designed to be a low-cost system with low support and infrastructure requirements. It is written using Java and CGI/Perl and runs on a standard http server under UNIX, Linux or Windows NT. Access to a COSE installation is via standard Web browsers (Netscape and MIE) on a PC or a Macintosh. COSE is available free (excluding media, shipping and support) to UK HEIs. COSE is commercially available to other sectors.
