Both reports, [7] and [8] recommend “new criminal offences”, 6.30 to 6.37 in [7] and para. 10 in the Summary of [8].

Set out in both Reports [7] and [8] and the 1993 Report reading “I recommend that the criminal offences proposed by the Privacy Committee in paragraph 6.33 of its Report should (with modifications) now be enacted.”.
