The phonemic permissibility scale of Smith and Koutstaal (1972) was extended to five categories to include CCVCs composed of phonemes foreign to American English. A monotonic function for effort ratings of CCVCs of the five categories was predicted and obtained (N = 43). A logic for predicting relative rates of auditory paired-associate learning of words foreign to a language was proposed.
