This paper opens by making the point that there is little academic literature on policy deployment. Also highlighted are the different interpretations which Western writers place on policy deployment issues such as plans, targets, means, deployment and feedback and some of the interpretations fail to grasp some of the fundamentals of the process. It then goes on to describe a generic catch, reflect, improve, scrutinize and pass (CRISP) approach to policy deployment, based on the plan-do-check-act (PDCA) cycle, which it is claimed will enable an organization to deploy more effectively its vision, missions, goals, objectives, targets and means. It is also pointed out that more organizations should be using policy deployment to help to ensure that their continuous improvement activities are effective.
