Abstract
In March 1990, a discussion took place at the ACRES annual meeting in Tucson, with Dr. Judy Schrag, Director, Office of Special Education Programs, United States Department of Education. During that time, she provided significant insight into her vision of special education through the new decade. The authors appreciate her willingness to share her perspectives, and to teach and inform us about leadership that began in rural locales.
