Abstract
At the beginning of 1997, the new rules for payment of services supplied by public and private health institutions started. This new system creates a common base among all public and private subjects, with an authority (the Region), having the financial responsability, and the role to plan the entire organization, to control the services' quality, and to determinate the tariff charges.
This system is completely different from the previous one, and creates a direct competition between public health service and private operators.
In this work the rules and the problems linked with their progressive application will be analyzed.
