Abstract
Influencing the civilian population comprises a key task for all of the factions in a stabilization environment. This makes it a key driver for military decision makers, who wish to understand how they can win the hearts and minds of the local people. This paper briefly describes the requirement for representing influence at the tactical level, and presents a possible mechanism for modeling the effects of Information Operations. Throughout this work the term Information Operations is used to refer to non-kinetic influence activities excepting cyber operations, which will require separate treatment if they are to be represented in the Stabilization Operations Analysis Tool.
