Abstract
Some difficulty was experienced in selecting a title which would convey in a few words the nature of the problems or phenomena which this paper is intended to discuss. The title finally selected was a compromise between a desire to let members know what the paper was about and the necessity to describe the subject briefly. It may be well, therefore, to indicate more fully the aspect of illuminating engineering which it is hoped to cover.
