Workers in several industrial processes may be exposed to benzene fumes, with leukaemia being a possible adverse health effect. The evidence for such an effect is reviewed with the emphasis placed on the identification of the dates when new knowledge emerged. The resulting historical sequence has then been compared with the dates when changes in regulatory levels of ben zene were proposed by a number of industrial safety committees. From the analyses, it is clear that the decision of other 'key' committees is more impor tant than the changes in the toxicological database in prompting changes in regulatory levels of benzene.
