Now and then, watershed events occur that seem certain to have a dramatic effect on the future of evaluation. Such events may be the introduction of new evaluation theory or methodology, political events destined to affect the future course of evaluation, or actions of professional associations of evaluators or closely related personnel. Defining Moments is reserved for brief reports of these events. The length of items submitted to this section should be kept to the minimum essential.
