This article incorporates several institutional characteristics of the mental health market place into a model of public expenditure. Estimates of the elasticity of demand for mental hospital services, the responsiveness to cost shifting opportunities, and several epidemiological determinants of mental hospital use are presented. The estimated model is used to interpret recent trends in mental hospital policy.
