In a recent paper in this journal, Gilmer and Morgan attempted to prove
that there is equivalence among certain forms of education subsidy
programs-flat grants, foundation programs, and equalized apportionment
formulas. This paper demonstrates that the proof presented by Gilmer and
Morgan does not support the conclusion that these subsidy programs are
equivalent.
