Abstract
There is a gap between the needs of California's economy, the services required for its citizens, and the capacity of its existing infrastructure. California's transportation systems, water systems, courts, fire and police stations, prisons, and other forms of infrastructure were built for 25 million people, but the state has a population of 37 million now and is projected to grow to 60 million by 2050. It is clear that California needs to consider these and all other reasonable forms of financing to rebuild its infrastructure.
