Abstract
The articles in this focus issue evolvedfrom papers originally presentedduring two urban infrastructure sessions of the November 1999 annual meeting of the Social Science History Association. Claire Felbinger andRichardHanley jointly chaired those sessions at the Fort Worth conference. Each article, in its way, details the elements necessary to develop urban infrastructures—powerful decision makers, the right social conditions, adequate funding, and effective political leadership and support.
