Abstract
The health care marketplace of today requires a constant assessment of the pulse of development opportunities. Before launching the development of a new program, a complete review of not only the agency's mission and strategic planning goals but the cost-effectiveness and the interrelated needs of the referral sources and the community must be identified. To achieve a realistic total picture from idea conception to program pilot involves the creation of a Program Development Needs Assessment Tool that serves as the groundwork for the written proposal. Program development is only the first step. Quality measurements of selected outcome indicators serve to strengthen and shape the character of the program as it continues to expand and meet the needs of the marketplace.
