The intent of this legislation is to improve the quality of medical are by encouraging health care actitioners to identify and discipline abose who engage in unprof essional havior, and to restrict those who had en disciplined from moving without closure of previous damaging or competent performance. The HCQIA to established the National actitioner Data Bank, an information aringhouse to collect and release statain information related to the prof essional competence and conduct health care practitioners.
