Abstract
The Visiting Nurse Service of New York Home Care (VNSNY) is the largest voluntary home care provider in the United States. In 1994 VNSNY began development of a regional home care network that would enable it to compete for regional managed care contracts for home care. This article describes the process the VNSNY went through to develop the network, particularly in the four main areas of network development: structure, operations, quality management, and marketing. The challenges faced throughout the process are also discussed.
