Abstract
A primary objective of evaluation researrh is to communicate graphic and numeric realities to dual audiences—to other analysts as well as to practitioners and policymakers. A six-partmodel is presented that can assist evaluators in presenting results to dual audiences. The example chosen is school desegregation policy, but the model is intended for a wide spectrum of substantive policy areas. Evaluators can contribute positively to the policy process by examining phenomena in an empirical fashion and using a sound methodology and measurement strategy, yet the burden of proof lies with evaluators in conveying the results of their own analyses. It is the evaluator's responsibility to convey the necessary information as clearly as possible, without relying on oversimplification.
