This paper traces the evolution of the federal role in school unprovement, especially as it relates
to stimulating the development and implementation of innovations intended to give teachers
classroom-relevant improvements. A historical overview is followed by a review of selected
research. The paper closes with an argument to strengthen the infrastructure that supports
meaningful, but admittedly not revolutionary, change in typical schools.
