These remarks are made to honor Howard R. Davis and his pervasive influence on the
field of evaluation of mental health services. I hope that they will suggest something of the
influence of this creative man upon someone who has worked for many years in this area,
and that sharing these thoughts with the reader again honor Howie and the worthy goals
to which Howie had dedicated his career.
