Abstract
Notwithstanding repeated and long-standing public policy and legal mandates, school systems still seem to resist involving parents in counseling and mental health services. This article identifies the historical roots, public policy evolution, and legislative mandates relevant to schools meeting students' mental health needs and creating a school-family effort. To promote acceptance, the linkage between the school systems and family systems theory is explained, and assessment and intervention strategies appropriate for application by counselors and other educational specialists are described.
