Abstract
By examining the educational reform journey with the lens of the “learning to learn” slogan, this study sheds light on how this slogan has successfully shaped and transformed Hong Kong's high-performing learning system. By highlighting the strategic roles of slogans in driving and sustaining educational reforms, the study contributes to a deeper theoretical understanding of the mechanisms through which slogans provide direction, influence perceptions, engage stakeholders, and maintain momentum in educational transformations. This study also offers practical directions and strategies for policymakers and educators around the world to take reference when they are introducing large-scale, transformative, and ongoing educational reforms.
