Abstract
The following article illustrates how social change for individuals with disabilities can be made through the legislative process. It first identifies a critical social and educational need for children with disabilities, specifically preschool programming for three- and four-year-olds, and then details how the author, special education professionals, and parents addressed this need. The author recounts a four-year process that concluded with the passage of legislation for a preschool program supported by an appropriation of one million dollars.
