The aim of this investigation is to establish in the case of DC field or low frequency field the role of conductivities of both suspending liquid and particles in the electrorheological (ER) effect. We approach the problem in considering the case a, < UL and the case ar > UL. For aS > UL we estimate an upper limit for a5 to obtain stable chains. We also investigate the question of the transition between a behaviour determined by the conductivities of the constituents and the behaviour determined by their permittivities.
