Abstract
Immigration policies in Italy and Spain — even the restrictive policies put in place over the last several years — emphasise the importance of immigrant ‘integration'. At the same time, immigrants are welcome largely on the grounds that they fill important niches in the labour market, such as low-end jobs in construction, agriculture, and domestic service, that locals shun. This article explores the relationship between immigrants’ economic function in this southern flank of the European fortress, and their ability to integrate into the host society. Specifically, it argues that it is immigrants’ ‘otherness’ that is their calling card — their passport — in these new countries of immigration, and that their full integration into Spanish and Italian societies presumably would spell an end to their utility as ‘others'. Further, it documents the difficulties of integrating those who are legally and economically marginalised and for whom that marginality is seen as their chief virtue. The author makes comparisons with ‘Americanisation’ programmes in industrialising America and suggests that in both cases, the contradiction between the cheap labour of immigrants and the need to integrate them helps explain both the motivation for integration efforts and their complications.
Les politiques d'immigration en Italie et en Espagne — y compris les politiques restrictives mises en place ces dernières années — soulignent l'importance de l'«intégration» des immigrants. Dans un měme temps, les immigrants sont généralement bien accueillis dans la mesure où ils remplissent d'importants créneaux du marché du travail comme les emplois de bas niveau dans la construction, l'agriculture et les services domestiques. Cet article examine les relations entre la fonction économique des immigrants dans la partie méridionale de l'Europe et leur capacité à s'intégrer dans le pays d'accueil. Plus particulièrement, il souligne que c'est l’ «altérité» des immigrants qui constitue leur carte de visite — leur passeport — dans ces nouveaux pays d'immigration et que leur pleine intégration dans les sociétés italienne et espagnole mettrait probablement fin à leur utilité en tant qu’ «autres». L'article énumère en outre les difficultés d'intégration de ceux qui sont marginalisés sur les plans légal et économique et pour qui cette marginalité est perçue comme leur principale vertu. L'auteur établit des comparaisons avec les programmes d'«américanisation» dans l'Amérique industrialisée et fait remarquer que dans les deux cas, la contradiction entre la main-d'œuvre bon marché que constituent les immigrants et le besoin d'intégrer ceux-ci aide à comprendre aussi bien ce qui motive les efforts d'intégration que ce qui complique ceux-ci.
Einwanderungspolitiken in Italien und Spanien — selbst die in den letzten paar Jahren eingeführten restriktiven Politiken — legen besonderes Gewicht auf die Bedeutung der, Integration’ von Einwanderern. Gleichzeitig sind Einwanderer weitgehend deshalb willkommen, weil sie wichtige Lücken im Arbeitsmarkt füllen, beispielsweise Billiglohnjobs in der Bau- und Landwirtschaft und in den Haushaltsdienstleistungen, denen die einheimischen Arbeitskräfte aus dem Weg gehen. Dieser Artikel untersucht die Zusammenhänge zwischen der wirtschaftlichen Funktion von Einwanderern in diesem südlichen Teil der Festung Europa und ihrer Fähigkeit zur Eingliederung in ihre Gastgesellschaft. Insbesondere legt er dar, dass gerade das, Anderssein” der Einwanderer ihre Visitenkarte — ihren Pass — in diesen neuen Einwanderungsländern darstellt und ihre volle Integration in die spanische und italienische Gesellschaft wahrscheinlich dazu führen würde, dass sie ihren Nutzen als, Andere” verlören. Darüber hinaus beschreibt er die Probleme der Integration von Personen, die rechtlich und wirtschaftlich marginalisiert sind und auf Grund eben dieser Marginalität geschätzt werden. Der Autor zieht Vergleiche zu, Amerikanisierungsprogrammen” bei der Industrialisierung Amerikas und äuβert die Ansicht, dass sich die Motivation für Integrationsbemühungen sowie ihre Komplikationen in beiden Fällen auch durch den Widerspruch zwischen der billigen Arbeit von Einwanderern und der Notwendigkeit ihrer Integration erklären lassen.
