Wet road surfaces are generally neglected in road lighting design, measurements and appraisals. This work is an attempt to study the changes of visibility conditions on wet lighted roads compared with those on dry ones, as well as to check whether it is possible to adapt luminance design methods to the wet state. Considerable deterioration in the visibility of objects in the wet state compared with that in the dry state was found, but frequently the deterioration was not confirmed by subjective appraisals by observers. It was found impossible to extend luminance design methods to the wet state. Studies of visibility on roads are suggested as the basis of road lighting quality appraisals.
