It is necessary for an automated highway system to operate under safety conditions. Many research results have been proposed for intraplatoon regulation to obtain platoon safety. In this paper, the safety issue of interplatoon operations such as merge and split is considered. Several safety criteria are proposed for various platoon manoeuvres. Feasibility of the merge operation is investigated on the basis of the initial conditions of the two platoons involved. Velocity profiles for the operation transient are proposed to achieve safety and efficiency under the constraint of passenger comfort. Several simulations are performed to show the efficacy of the proposed criteria.
