This paper discusses findings of a research project comparing skills of business-related advanced GNVQ/GCE students in the UK, together with perceptions as to how skills develop through undergraduate experience into employment. Expectations of employers in small and medium-sized enterprises (SMEs) are also indicated. GNVQ students seem more aware of business needs than GCE students, and appear to have a greater awareness of teamworking. GCE students tend towards a recognition of leadership skills and improvement of self-sufficiency during higher education. Work experience is identified as the major need within higher education for SME employment across Europe and the acquisition of a foreign language is identified as a growing need for graduate employment, not only in Europe but also in certain UK business sectors.

Training and Enterprise Councils (TECs) have been developed in the UK in each county and metropolitan district. Their purpose is to provide resources and information for regional economic development and skilling of the workforce. Business Links, often associated with TECs, provide an information and networking provision for small businesses within each TEC region.

General National Vocational Qualifications (GNVQs) provide certification for students at pre-university stage following courses in specific sectors (eg Leisure and Tourism, Business, etc) and are equivalent to two Advanced General Certificate of Education (GCEs) which provide traditional academic subject certification pre-university entry level. GNVQs are also seen as preparation for vocational entry. Both qualifications are at Level 3 of the UK system. The levels are identified as follows. Level 1: Introductory. Level 2: Equivalent to school-leaving examinations at 16. Level 3: Equivalent to school-leaving at 18/pre-university. Level 4: Graduate equivalent. Level 5: Postgraduate.

In 1997, DfEE, under the Higher Education and Employment Development Programme funded 55 projects (£8 million) in areas such as ‘Key Skills in Higher Education’ and ‘Recording Achievement’. Seven projects were funded under the heading of ‘Guidance for Graduates' to a total of £1.6 million.

COMPACTs have been formed in the UK which provide specific progression accords for students between higher education Institutes (HEIs) and their neighbouring schools and further education institutes. The recently formed National HE COMPACT Network, brings together a number of local COMPACTS in order to consider cross recognition of student portfolios.
