Abstract
To commemorate the 10th anniversary of the Education for All Handicapped Children Act, the following paper was delivered at the 1985 Annual Conference of the Teacher Education Division. The presentation frames the legacy of P.L. 94-142 and the demand for excellence in education within the context of the relationships between teacher educators and students in teacher education programs. The charge is put forth that if we as teacher educators desire to develop teachers who have the capacity to create and maintain humane learning environments, then we must in turn create such environments for them in our teacher education programs. If we wish our future teachers to respect the human spirit and nurture human potential in all its forms, then we must do the same for them.
