With the introduction of a number of directives on the transfrontier shipments of hazardous wastes, the European Community requires the member states to control these shipments and to notify the receiving countries. Implementation of these Directives, in particular Directives 84/631/EEC causes several problems. The notification procedure requires a large number of documents to be handled and control can only be achieved by employing a large number of people. In order to solve these problems an automated system for notification and control is introduced. This paper describes the analysis of Directive 84/631/EEC and the concept of an information system to facilitate implementation of the Directive.
