Abstract
David Lane discusses the system whereby people allege negligence on the part of agencies that were responsible for their care as children or young people. Although his article is written from the personal viewpoint of an expert witness and former director of social services, the system is a sufficiently important (if small-scale) process in our legal and social services to merit scrutiny, especially as the author has some concerns about what is happening and the fact that it has not been independently researched.
