The concept of partnership with birth parents has been one of the key principles to inform British child welfare policy and practice in the last decade. Malcolm Hill focuses on the research evidence in the UK to examine in what ways and to what extent child welfare agencies, particularly local authorities, have worked towards co-operation with parents in relation to family placements. He discusses the implications of the research evidence under review in terms of a spectrum of co-operation and, given the complex balancing of interests, views and perspectives involved, emphasises the need for honesty about how much co-operation is desirable or even feasible when the primary goal is to promote the welfare of the child.
