Abstract
Since January this year, the World Trade Organization (WTO) has been administering the General Agreement of Trade in Services (GATS) multilateral negotiations concerning the liberalization of audiovisual goods and services. Due to the sector's sensitivity, the European Commission's (EC) former Directorate-General X (DGX) (Information, Communication, Culture, Audiovisual Media) launched a consultation phase concerning GATS. This research note considers the competing policy positions concerning markets and culture between the USA and Europe that emerged during this period.
