This study examines the original language and revisions to two Department of Defense policies governing the Stars and Stripes, a unique American newspaper serving overseas military members and families. At times, some of those changes have increased Pentagon oversight and stripped freedoms from the journalists or the newspaper, which is intended to provide reliable news and original reporting to the troops. Despite the newspaper’s journalistic successes, the review finds that regular independent oversight is needed to protect the editorial freedoms of the newspaper.
