Abstract
ILWU 142 is the largest private sector union in Hawaii with a his tory of organizing in key economic sectors, from the docks to sugar to tourism. The economic changes of the 1990s slowed the union's organiz ing efforts and required a shift to an organizing culture. Education pro grams were a major catalyst for the change process, providing strategic analysis as well as programmatic initiatives and helped prepare staff and activists for new roles and point the way to integrated and strategic cam paigns that combine bargaining, mobilizing, and organizing.
