Abstract
Introduction
Recent years have witnessed progress in China's audio description (AD) legislation and practice, yet the role of AD legislation as a key driver behind AD practice and development remains underexplored. To address this gap, this article systematically analyzes the evolution of AD legislation and practice in the Chinese mainland, clarifies their interplay, and proposes strategies to facilitate their further development.
Methods
This study employs a qualitative approach to explore the relationship between AD legislation and practice. Specifically, it integrates temporal and spatial mapping of legal enactments, thematic analysis of legal texts, and a qualitative review of AD practices in relation to AD legislation.
Results
AD legislation and practice have developed together, with legislation shaping AD practices and, at times, AD practice influencing legislative development. Additionally, AD legislation and practice show regional disparities, with the East adopting more comprehensive legislation and leading in practical implementation.
Discussion
A detailed analysis identifies three key correlations between AD legislation and practice in the Chinese mainland. First, major shifts in AD practice are closely linked to national laws, highlighting the importance of national legislation. Second, developments in AD practices have driven improvements in legislation, demonstrating a reciprocal relationship. Third, regions with more laws for AD services tend to have more advanced AD practices, underscoring the role of legislation in facilitating practical implementation.
Implications for Practitioners
The Chinese government should refine its national AD legislation by clearly defining AD expressions, implementing governmental bodies, and specific measures to set clear standards. Additionally, governmental bodies, industry stakeholders, and academic institutions can collaborate to introduce AD initiatives, advance the marketization of AD, and leverage technology to reduce AD production costs. These efforts will drive the development of more effective and adaptive AD legislation at the regional and national levels.
