A new concept for USSR energy development is considered that calls for highly efficient growth of the energy complex of the country to secure accelerated socio-economic development. As a result, not only will the needs of the country as to energy resources be guaranteed, but, moreover, the required growth in labour productivity will be secured due to an increase in the power availability per man.
