Abstract
There is a tendency to assume that all organizations can benefit from management development and that approaches are equally effective for different organizations. An analysis of management development in two UN agencies, the Secretariat and the United Nations Development Program, indicates that this not the case. The variables found to have the greatest impact on management performance and effectiveness of management development are agreement between organizational and personal objectives and the criteria for selection and promotion of managers. This finding is seen to have application to both public and private sectors.
