Abstract
Early in the evolution of public sector labor relations, concerns were raised about the viability of collective bargaining in the public sector. Many of these concerns were described by Wellington and Winter in their classic book, The Unions and the Cities. These concerns have been very influential in the direction and thrust of Labor Relations research. Researchers have risen to the challenge in testing and validating assumptions regarding program impact. Research to date indicates that early concerns were exaggerated.
