Abstract
When agency budgets must be cut, training is always an easy target. Such cuts may not be wise in the long run. Over the next 15 years, major changes in the demography of the Federal workforce and the technology it relies upon will require a major training investment. This will be necessary if performance and productivity are to be improved. The solution is not just more training money and staff but changes in where and how training is delivered.
