Abstract
According to a recent evaluation study, the Governmental Services Center at Kentucky State University provides a broad human resource development (HRD) program for all levels of state employees. Utilizing its mission statement over a five-year period, the Center has built a program that aims for flexible balance, broad justification, and a variety of sources for support. It offers mandatory management training, employee development workshops, and a range of skills training. In line with its evolution thus far, the Center's future plans call for increasing attention to continuity, quality measures, and capacity to respond to state agency training needs.
