Abstract
What is the condition of the human infrastructure of government organizations? Personnel professionals, especially selection specialists, have a responsibility for assessing the level of quality across the organization and being concerned with the quality of that organizational entity. A model of evaluation for the human infrastructure would point out problems of concern for the personnel professional who must select, develop, and maintain the qualified work force for this infrastructure.
