Can Urban Management Control the Organized Employee?

Abstract

“The conclusions of this study argue that city managers view themselves as representatives of management and as such they are prone to oppose the demands of labor organizations. They may also be supported by councils who desire the control of organized employees. If this is true, municipal labor faces a potent force when it tries to tangle with public management in council-manager communities.”
